Add license file or mention license in readme #237

Currently no license is mentioned anywhere, what makes this CartoCSS style fully copyrighted. It limits usefulness of this project - and I hope that it is unintentional. For example I planned on using this style (after some small modifications) as background for map of bicycle infrastructure, in current situation I would be unable to legally publish it.

It seems that entire development was done by @skorasaurus and @yohanboniface that are still active, so releasing it under some open license is still possible (preferably one allowing also commercial use, to avoid problems like "is it commercial use to receive donation that will cover printing costs?").

In case that for some reason not releasing it under open license is intentional - mentioning it in readme also would be a good idea.

Note also that unlicensed work may be unusable by hotosm in future (or even currently) without permission from all authors.

For example it may be CC0, the same as for default map layer. See https://github.com/gravitystorm/openstreetmap-carto/blob/master/LICENSE.txt for license file used in this project.

I second this, it would be great if the license of the style could be clarified.

@yohanboniface I thought we had agreed on an open license. Is it really just an oversight that the license isn't listed?

We had agreed about the openness indeed, it was just a matter of choosing which one and add it on the repo :) I remember we chose CC0 for the icons, are we on CC0 also for style?

I think CC0 works. The LearnOSM stuff is also CC0 so it is inline with what we have been releasing.
