Show city/neighborhood boundaries at lower zoom levels #247

Just noticed that the city boundaries disappear at z12. I think that given the importance of knowing where approximately something is in the hum/dev context we should have at least the city boundaries visible to lower zooms - perhaps z10 or even z9? I think that also the neighborhood boundaries (looking at Helsinki, admin_level=8) should show perhaps to z12, maybe even z11.

I'm afraid we don't make it to work at zoom 10. With terrain, and roads, and names, it will ends with something subtle and just a bit noisy and not very informative/readable, or something more visible, but then too much according to the balance of the other elements. screenshot from 2014-11-01 16 13 34

Getting the boundaries to z11 would already be a clear step forward. I actually think that the z10 test isn't too noisy -- but I can understand that you can see it that way. So, yes, I'd be happy to get the z11. And agree that OpenMapSurfer has figured out a way to do it nicely. .. They're not in the open source world, though. Can't remember what tools have been use to create it. The main dev guy is (IIRC) finishing his PhD and I think was saying that he doesn't have enough time / resources to port it to a typical OSM-environment. But I'm sure that he'd be happy to share thoughts, think of possible tricks that who knows could help in the tools that you/we are using too. .. IIRC he hadn't gotten too much feedback on the OpenMapSurfer so he'd likely appreciate comments.
