highway=proposed rendered but not highway=construction

I changed some segments of a highway=proposed to highway=construction (and accordingly proposed=primary to construction=primary).

The humanitarian layer renders the propsed highways, but not the ones in construction:

The default CartoCSS does the opposite:

Rendering the proposed one but not the one in construction makes no sense. I suggest to a) render the highway=construction as well b) not to render highway=proposed c) doing a) and b) like the default CartoCSS

There was a discussion at #234 about highway=construction and as I understand it the conclusion was to render them.

Looks like I've been too impatient, the highway=constructions are rendered now as expected. I think I saw a cached result before I changed proposed=primary to construction=primary but after highway=proposed to highway=construction.
