Track all features or just what's been edited within the campaign? #272

Related to #265 is a question about whether we need to have all OSM features. For the example campaign, http://campaigns-dev.hotosm.org/campaign/c0fe110aad324e9a9b88b16e86048544, do we want to know about all features within that campaign area? Or should the campaign just track what's been edited or added within the AOI within the time-bounds of the campaign?

The above campaign says that we've checked 5 features for this campaign but in reality I've only checked and made edits on three cafes.

I'd say all. When running mapping somewhere, it's a vital part of the work to also validate/upgrade/improve existing data

Especially where it isn't accurate/complete according to your data model. However, we could consider somehow marking this baseline data? "We're collecting health facilities here. Before the start of your campaign, there were already 3 hospitals present (0 feature complete), 4 clinics (1 feature complete) and 0 doctors"?

Apart from noting that, I'd certainly want those to be included in other graphs/metrics though.
