Increase scheduled `compute_active_campaigns` period and add manual update option

Due to rising s3 PutObject costs we had to increase the scheduler period for running the 'compute_active_campaigns` lambda from 1 hour to 12 hours. In most cases this should be fine but there should be an option for the campaign creator to manually trigger an update if they need to.
