applied fix on hashtag case sensitivity - Mapathon report #125 #177

Added validation on hashtag input , It will raise error when there will be duplicate entries so that stats will not be duplicated , for eg : hotOSM and hotosm are treated as same hashtag ! If anyone passes both API will raise duplicate entries error . Stats for hotosm and HOTosm or hotOSM will be same ! More accurate
