Missing all data since mid-May 2019 #11

It looks like OSM data since May 2019 is missing from the hot-qa-tiles exports.

Yes, I am testing a fix currently

I have pushed an updated qa-tiles mbtiles file that should be most up to date. I also have a PR in the works for updating the code to osmium export.
