Docs section on the website

Create a documentation page on the website, that brings more visibility to some of our guidelines on the wiki currently. I scanned through the wiki, and identified the following sections to go on the page, for now:

Assets

• Colours and fonts - Information about the colours and fonts used to develop the site.

Guidelines

• Image guidelines
• Recommended blog post process - Blog post Guidelines
• Editing your profile on hotosm.org

Siteleaf

• Managing content via Siteleaf - Logging in and editing content
• Registering with Siteleaf

Placement

We felt that this work would have the right amount of visibility if it is part of some of the other links in the footer.

As part of this work, we are also modifying the footer, to spread out the links a bit more and reduce the footer sizing. The footer could look like either of the following:
