Add pages and working groups to search index

Actual Behaviour

Reported on Slack that https://www.hotosm.org/hot-activation-protocol.html and https://www.hotosm.org/community/working-groups/ are not searchable.

Expected Behaviour these pages and more should be added to the search index.

Steps to reproduce it

1. Add these components to https://github.com/hotosm/hotosm-website/blob/gh-pages/search.json

Note that it may take some effort to add custom pages such as the activation protocol to the search index.

Would you like to work on the issue?

I can work on this it is low priority though.
