Hot rfps #784

Fixes #777

Changes:

  1. Add collection for listing RFPs and links on Get Involved and Jobs pages.
  2. Update some dependencies for local development on Ruby 2.7 (seems to be the latest I can get it to run)

It would be good to expand what is RFPs.
