Create: layout for programs + pilot program #845

Program Pages

Changes: New Layout New page the better represents a program (an umbrella for projects with the same goal eg.- make cities more climate change resilient in the caribe). These pages include the following characteristics:

Note: layout is not ready to use for other programs, I will introduce a better template format to use with siteleaf in second iteration. Pushing this as due to time constraints.

@kshitijrajsharma @dakotabenjamin please review when possible. This one goes into the config file so it might requier a bit more of double check. Thank you as always ! :)

@Claurt07 the program page is not linked anywhere? Is that intentional for the current state of progress?

@dakotabenjamin yes, for current state is intended without easy access. In this way it can get "tested" first by leadership without widespread access. If approved then I'll send the other commits with the access through "our work". Sorry I forgot to mention this.
