Developing imagery request app within this repo #28

Proposing to extend the use of this repo to build out an imagery request tool. Before we jfdi, I want to quickly tag watchers of this repo and others who have been involved in imagery request work @pratikyadav @mikelmaron @bgirardot @cgiovando @d3netxer @jacques @camillacaros @lossyrob @maning @kevinbullock @olafveerman @danielfdsilva @mojodna.

This is related to https://github.com/hotosm/OpenAerialMap/wiki/OAM-development-related-to-PacDID-project, we're going to start to work a new version of an imagery request tool. This will build on the lessons learned from https://github.com/candela-it/hirc as well as discussions that took place at SOTM Brussels (main output of that was #25).

Doing development here along with coordination discussion seems to make the most sense. If any objection to starting a branch for housing code for this new version let me know. This also serves as a quick heads up that we'll be looking for input and feedback in the process of development. We're starting with #25 and #27.
