Section for note creation #674

This is a section I propose a year ago, and I wrote with Paola Forero @paowelt.

This section describes the OSM notes, components of the notes, how to create notes, and a bit of history.

Thanks a lot for a guide which is basically ready for publication! I appreciate particularly those animated gifs for the different editors. Usually making good pictures is the real hard work when writing guides.

I just made a few adjustments:

  1. I renamed the file so that it matches our conventions. English (=master) documents must have filenames ending in '_en.md'. This is important for our scripts concerning translation management.
  2. All our guides start with a headline repeating the name of the guide. Quite useful when printing such a page.
  3. We already have a glossary. I took the liberty to move your glossary entries to that one. It has the form of a guide of its own, it is just two entries below this guide in the contents menu on the left.

Hi, thank you for including our section. I am already translating back to Spanish on transiflex, but I found an inconsistency with the text of the second paragraph and the new location of the glossary. I will create another PR to correct that.

Also, I would like to add the images for Spanish version.
