Create framework of Help files #96

Use sphinx and make a basic framework for documentation (such as how to use plugin, and auto-generation of the documentations for codes)

Basic framework of help system was created, as well as added icon in toolbar. However, auto-generation of docs should be implemented for contributors. (#98)
