Probably done with Simple Queue Service (SQS) and Simple Workflow Service (SWF) on the AWS-hosted OAM. Some functions to implement include:

receive processing job requests
prioritize and sort
provide debugging and monitoring (#8)
validate created tile service
notify submitter and OAM when job is done and tile service is available
remove tile service if needed (manual sys-admin task?)

The same workflow should be abstracted through API (see #4) in order to eventually work on a local and distributable OAM version.
