Upload vector file to determine tasking area #72

Currently we have problem when we have to create tasking area especially if we want to create a task based on administration boundary. So, it will be helpful if in OSMTM v2 user will be able to upload vector file during task creation to determine the area.

how is this related to the hot-exports service?

I just realized that I did silly things.. This issue is intended for OSM tasking manager. Sorry
