I thought this might make it slightly easier for others to get this application running to troubleshoot it.

Actually I think this was a good PR to merge.

Looks like you're just copying installation information from the docu PDF (chapter 4 on page 7) into the README.md instead. Which makes the information a bit less buried, and more easily maintained.

I guess it's just that the developers weren't paying attention. That's mainly because development is all shifted to https://github.com/hotosm/osm-export-tool2 these days (which hopefully you're aware of jmarlena!) But yeah, for the sake of documenting the old codebase in a more accessible way, I think this was a good PR.
