Improve conflation results #17

This has many changes to the conflation process based on conflating a lot of data to look for issues, plus improvements to the steering parameters for feature testing. The results are now good enough to be useful, although there are still some obscure issues to fix caused by bad data in the external datasets.

Also included is a script for maintaining a huge amount of map data covering multiple states. This script handles all the details of making tasks, splitting tasks, and updating everything if changes are made to the size of projects and tasks.

Since no projects are using this yet, I'm going to self approve this PR as it works much better than current main.
