This switches the OSM API access to HTTPS.

In order for the continuous integration to be happy we may have to set the flake8 version.

Coverage remained the same at 94.301% when pulling b875f6afcecc3f9e5bcd3acc9fac7f99abee59a5 on osm-auth-https into 819812c2ecd41ab09b5d3afc208bb1f67b8b672b on master.

Looks like the push CI doesn't merge with a fresh branch but the pr CI does...the latter succeeded.
