Needs #172 Project template would make it easier with project attributes / tagging system

Related to #347 #486 The idea of filter_by=project_group could be extended to a full set of tags and associated filters.

Suggested list for project tags/attributes (from #172) with key=value:

A first approach is to filter on each tag/key. On the interface it could be presented with a set of list boxes or checkbox items. That allows to select one or more values for each key. The selected values would resolve as a query on the project tags/attributes.

As refinement the query could be added in the URL like: tasks.hotosm.org/?sort_by=priority&filter_key1=filter_value1&filter_key2=filter_value2 At this stage you could have featured links that bring typical queries. It would emulate some of the categories requested in the initial post #347 that are not directly specific project_group.

As further refinement you could have more graphical user-friendly/eye-candy like featured tags, tags presented in tag cloud and so on...
