API does not make Archived projects available to OSM Analytics tool #810

@mikelmaron Knows what this problem is. Below is some irc chat about it.

[mkl] but if you want to search for archived OSMTM jobs, you can not
[mkl] because OSMTM does not provide an endpoint yet that shows all jobs, only active jobs
[mkl] so as a stop gap, i will temporarily unarchive the jobs w/ low priority
[mkl] and ask drazen to run the osmtm sync script
[mkl] gather the stats, then rearchive them
[tyr_asd] mkl, I could manually run the tm-projects update script of osm-analytics for you (just ping me whenever you're ready). But note that it would be overridden with the next automatic update tomorrow (around 8am UTC)…

This is a dupe of or extension of #787 which is closed, but not deployed. Can we just close this one when it is deployed?
