Allow people to find projects by dropping a point or drawing a polygon #903

This would show the footprint of either actual mapped (task squares) or project aoi of all projects that included the point or touched the polygon. toggle layers by project status (currently draft, published, archive). Color code projects optionally by completion/validate, could be layers or filters.

Background layer should support multiple options, renders, imagery layers, bing, mapbox, custom.

exportable

click to go to currently published projects.

toggle ui, simple for mappers to find a project to work on, advanced for people doing project planning or coordination.

This would be a great feature to allow people wanting to search for projects by area of interest. Similar functionality exists in the Export Tool, where a region can be filtered for exports by drawing a polygon onto the map:

That is almost exactly the UI I had in mind.

I would love to have as part of the API a way to get the extents of projects within a specific admin0 (ISO-3 digit) or bbox.
