Add 'validations' tab/control to tiles/project pointing to osmose #982

osmose has a lot of coverage and good checks for particular classes of problems.

As a validator, if I could see critical problems depending on the task type at a click, it would help me improve map quality.

IE: building tracing task; I click a link to osmose.org which prefils coordiates and level 1+2 building warnings for that task (or whole project?) That shows building intersections or special buildings not tagged with a more specific type easily.

+1 @CloCkWeRX for the whole project. That gives an easier way for the Project Manager or Lead Validator to keep a running check on the overall quality of the Project without having to check each tile individually.

@CloCkWeRX this is awesome! I think it would be a big help for validating.

Alright; I'll give this a go with a pull request in the near future
