• styles bar chart
• removes relative completeness section in favor of using bar up top
• adds an info button to relative completeness
• small type updates
• adds classes for sliding panel

To Do:

• add tooltip to info button on hover
• add .reportpanel-container--open or .reportpanel-container--closed to .report__panel--container when sliding button is clicked
• add y axis to chart

@kamicut we should update the info button hover based on what the status is:

OSM coverage is poor, however population density is present OSM coverage is great, better than population density would imply OSM coverage is OK, about what population density would imply

also there's two other classes to add for the chevron when opening and closing the panel, either, .button--slide-open or .button--slide-close
