Possible enhancement: 3d tiles #64

To visually compare population density with relative completeness, it could be interesting to think about a 3d map, where the height of the tile is the population/building density. This would allow a user to quickly pan over to the largely populated areas that are under-mapped.

Here's how it could possibly look, with minimal styling (just population numbers on a linear ramp). By looking at the bars, we can notice those that are tall + red to target first.

I like this idea @kamicut - perhaps as an option to switch back and forth. This certainly gives a lot more context.

@awright @smit1678 - this is a possible enhancement, we won't have time to build this in 100% but if you all like this we'll give it a shot after wrap up.
