Need to create guidance for how we do URLs for documentation sites. While there may be some sites that have custom or tool-specific URLs, for example UAV Mapping Guidelines, most sites will be under the hotosm.org TLD.
Related to #58, we may have a hotosm.org/resources page that links to resources. For example, currently we have a resource at https://www.hotosm.org/resources/participatory-mapping-toolkit/ but the PDF is at https://www.hotosm.org/downloads/Toolkit-for-Participatory-Mapping.pdf.
