Allow to assign campaigns to (multiple) organizations.

Org admins shall be able to create campaigns assigned to their organizations.
Org admins shall be able to select other organizations they are not admin of to be requested to become part of the campaign. A notification shall go out to org admins of the other organization and a functionality to accept/deny participation in the campaign needs to be provided.
General admins shall be able to assign all organizations to campaigns
