This is a mockup of how the controls could be improved (not that intermediate and advanced need to both be checked - that's how it is, they should become independent).
The difference between an intermediate and an advanced user right now is only 250 changesets and on the past we listened that those level distinctions are not very precise, because a user can create a lot of small changesets and not getting real experience. One of the reasons why the teams were introduced was to make that user selection more precise and easy.
That change would require a lot of work on the most sensible part of TM, and we would need to explain it again to PM, validators and mappers.
I don't doubt that the change would require work, both on the developer (maybe design also) end, as well as training Org Admins.
But my point still stands - some projects need (should) be restricted to only Advanced Mappers/Validators. In TM3 that was possible, it is no longer in TM4, hence why I call this a regression that should (eventually) be restored to the more granular mapper level allowance/restriction. Bonus would be the additional ability to restrict a project to only Beginners, so we can push Intermediate and Advanced mappers to projects that better fit their skills.
On the note about the mapper level milestones, I went ahead and opened a ticket #3713 as that is also probably going to be a bit of work, first just to decide how to redefine those.
In TM3 you could set the 'difficulty' of a project to Beginner, Intermediate and Advanced. Then in permissions have the corresponding restriction to Beginner, Intermediate or Advanced mappers. Now restriction can only be either all mapper levels or intermediate and advanced. I have several projects that really need to be restricted to advanced only.
