Notify users that were blocked #4618

Send them an email + notification and instruct them to contact the Data Quality WG to know more about they were blocked.
Show label on the user profile page stating that condition

One suggestion for this issue would be adding a Reason For Block dialogue when setting a user to blocked. In theory there could be multiple reasons and we don't want all reaching out to the data quality working group: Reasons:

Data Quality
Code of Conduct Violation
Abuse of tasking manager (things like marking everything done or invalidating manythings)
