Improvements to validation notification

Is your feature request related to a problem? Please describe. From a discussion on revamping notifications, - users see value in validation notification only if there is a comment/feedback added to the action. Otherwise, plain validated message is delivering no value

Describe the solution you'd like Instead of sending a mail/notification on every validated task - send a mail/notification only if there is an additional comment added during the successful validation.

However, for invalidation of tasks, we should retain the current workflow as it ensures accountability and follow up from contributors

Per discussion today:

• Retain task validation/invalidation notifications within the TM
• Modify the task validaton emails section:
  • instead of option for validation/invalidation emails, restrict the option for just invalidation emails
  • modify the subtext to Receive an email when a task you have contributed to requires more mapping.
