Describe this PR

Adds the OSM and ID URL parameters to override from the default. This enables using a sandbox OSM server instead of openstreetmap.org. This PR is not complete. I think we should make it so that the sandbox is an OPTION rather than a replacement for OSM.

NOTE: Deployment environment variables will require manual redeployment before merging to main or any production server.
