Switch from Yarn to PNPM

Describe the solution you'd like Switch from using NPM to PNPM, not many major changes needed apart from the install commands in CI/CD.

Describe alternatives you've considered

• Bun, we probably shouldn't use for this yet
• Yarn, (which it looks like we're currently using) - pnpm is used more than yarn for new projects, generally faster, and is more modern

💯 agree! pnpm is the tool for now!

• npm is actually pretty decent now & a good candidate, but pnpm is better.
• yarn was the top maybe 5yrs ago, but quickly became outpaced by npm.
