add gsoc2019 doc to be filled in #119

@xamanu Starting a WIP branch for us to collaborate and add GSOC 2019 projects. Let's come up with 2-3 discrete ideas that can be listed here. We can do items beyond Tasking Manager but we will need to identify some mentors.
