Document updates to repo in README #94

As we look to use this repo more for coordinating tech tasks and working group discussions, we should document the repo more to help point where to look, read, how to interact.

Proposed backlog of things to do for this:

[x] update README with text, links, labeling of issues
[ ] create CONTRIBUTING.md document that outlines processes
