Setup minutely replication

We should setup replication on this instance.

For this we will need to:

• [ ] Enable the replication job in the osm-seed helm values
• [x] Setup a new storage container to hold the replication files in the tf templates
• [x] Pass the following variables to the helm chart:
  • AZURE_STORAGE_ACCOUNT
  • AZURE_CONTAINER_NAME
  • AZURE_STORAGE_ACCESS_KEY
  • AZURE_STORAGE_CONNECTION_STRING
  • [x] ~Setup the above variables as Secrets in Github actions~ not needed

This should set things up so that replication files are created and copied to the storage container. If we need the files to be available over http, we can look at how best to expose files in a storage container over http.

@dakotabenjamin @geohacker I'll ping when I have the terraform and helm config stuff worked through to get help in plugging in the secrets.

@geohacker we should carve out some time tomorrow to work on this as well as https://github.com/hotosm/tf-azure-osm-seed/issues/12 for the Azure disk for the database. Would be great to get your help on the terraform templates / azure persmissions / passing in the correct values to the helm chart. cc @Rub21
