Move configuration files to /etc/underpass + add path to local cache #463

All configuration files must be there, including:

/usr/local/lib/underpass/config/
$HOME/.underpass

A path to the local cache, where replication files are downloaded, must be added to the configuration files in order to be used by the new systemd service.
