Automate release package build on Appveyor #22

  1. On init download files from last GitHub release into Releases
  2. Add resulting .nupkg and RELEASES files as build artifacts
  3. Add a deploy script that creates a release draft with uploaded artifacts
  4. Maybe store version in Appveyor and patch AssemblyInfo on build
