Updates twitter gem and increases minor patches of all other gems. #752

Updated the twitter gem since the version we were using (3.5.0) was yanked: https://rubygems.org/gems/twitter/versions

I just updated the rest of the gems to their highest patch version. We can start upgrading major versions one at a time after this. For instance, draper has a 1.0.0+.

All tests passed locally and when deployed to my staging node, twitter access, read/write, etc all work as intended in real world usage.

Fixes #751
