What is the motivation for adding/enhancing this feature?

Currently, our system cannot create facilities in bulk using CSV files. We propose adding CSV support for bulk facility creation to enhance efficiency and streamline the facility creation process.

What are the acceptance criteria?

Additional information

The UI would be similar to the Import app.
