Add empty state when searching for facilities on draft detail page

Current behavior

If the user searches for a facility that does not exist in the system, there is no message displayed on the screen and simply a black screen is displayed.

Expected behavior

Display an empty message that No facilities found if user searches for some invalid keyword.

Steps to reproduce the issue

• Click edit facility icon on the draft count detail page(Go to draft page, and click any count).
• Search for random keyword and verify the UI
