User Able to Cancel Processed Bulk Count Files from Recently Uploaded Counts Section #452

Current behavior

Users are able to cancel processed bulk count files without any restrictions.

Expected behavior

The system should prevent users from cancelling files that have already been processed.

Steps to reproduce the issue

Navigate to the recently uploaded counts section. Identify a bulk count file that has already been processed. Attempt to cancel the processed file. Observe that the file is successfully canceled despite its processed status.
