remove loading Devel::Confess #39

it looks like it was added in 0fd081067, possibly by mistake?

This type of mistake has happened to me often enough that now I have a pre-release ritual of dzil build --not; diff -r <dist-lastversion> <dist-newversion> to check for surprising changes to generated files like META.json.

I should write a dzil plugin to check for any loading of Devel::Confess, Devel::Dwarn, etc.
