Update dzil plugins #6

Update in dist.ini to replace obsolete plugins.

EOLTests is unmaintained

It's not unmaintained, it's done. Has there been a problem? There are no open tickets.

I've been planning on merging it back with [Test::EOL] -- https://github.com/xenoterracide/Dist-Zilla-Plugin-Test-EOL/issues/3 -- but since it works well, other things have been taking higher priority.

I moved over to my DROLSKY plugin bundle.

@karenetheridge Here is one reason to use [Test::EOL] instead of [EOLTests].
