Fix for RT#116825: Because site_perl is after 'perl' with perl 5.6 to 5.10.1.

Just use [DualLife] and avoid having to mess with Makefile.PL insertion rules.

Thanks, I ended up doing this from the CLI as I wanted to do some other cleanup on the distro.
