Adds a table to the tracker with county name, zip code, and number of evictions per zip. [ch 7258]

This isn't yet collapsible by court so the table is super long. That's the next thing I'm gonna do on this PR

it seems like my cursor changes into a pointer when i mouse over the arrow - maybe that's not significant enough? let's ask Malika, we can always add that after. it's not toooo hard but also not totally trivial
