feat: notification transition banner on smc

Description

Adds banner for SMC that will inform about page transition. Added tagalog for future. It's not in SMC but we got translation already so i used it. Vietnamese is google translated for now, will be updated later if necessary.

How Can This Be Tested/Reviewed?

It should be visible on top of the page when env JURISDICTION_NAME is set to San Mateo. It should be hidden for others. Please test all language links as https://www.housingbayarea.org doesn't work in Poland, but i assumed it will work with locales.
