fix: switch sign in ctas to sentence case (#4234)

Description

Pulls over the commit from core

During the log in process on Partners the action buttons had a mix of capitalization. After a slack conversation it was determined that they should all be sentence case. This PR update all buttons on the MFA sign in flow. image

Note: It does not change the first "Sign In" button since that is used in other places and I need to get verification that it should be updated everywhere.

Also updated a minor bug where when switching to the "Application" tab for a listing in partners the listing status flashes as "draft". This is more noticeable when there are a lot of applications since it takes a while to load the rest of the page.

How Can This Be Tested/Reviewed?

Sign into the partner site using an MFA account. All of the log in buttons should only have the first word capitalized
