Move settings to pyproject.toml

As a software engineeer, I want to centralize build and other configuration settings to pyproject.toml file to fit modern practices.

Acceptance Criteria:

• setup.cfg setting are in pyproject.toml
• any other project settings for the project is moved to pyproject.toml
