refactor makefile and run.sh #20

As a software enigneer, I want to be able to start instance of the application using run.sh and the Makefile

Acceptance criteria:

run.sh should be able to bring up a containerized version of the application
run_dev.sh should be able to start a development version of the application with local dependencies using podman
Makefile should be able to run both a containerize and local dev version of the application (with depedencies)
