Add French translation

Hey, I'm seeing you plan to add Traditional Chinese translation, could you add too the french translation, or at least a translation placeholder ? I can contribute with code (and translation) if you want help :)

@nmss Hello, language placeholder is now complete. You may now fork this project and modify lang.json. Or you can send me plain text translation, I'll put it into json.

Due to no official translation, in-game names are not unified. Different group has different translation. Thus, event and map names is not planned now :/

But there is an official translation, at least for french, you can see the boss names in this news https://www.guildwars2.com/fr/news/the-megaserver-system-world-bosses-and-events/ and for the map names the simplest is to look ingame (for me). I've put the french name in this file for a quick and simple access https://github.com/nmss/GW2Timer/blob/gh-pages/wbtime.json

Oh I see that. Sorry I forgot there's official translation in other languages. I'll implement those placeholders these days and let you know when I finish :D
